RTI International Hiring ENVISION Senior Manager (North Carolina and Washington DC)

The ENVISION Senior Manager plays a key management and technical expert role for the ENVISION project in supporting project implementation as described below. ENVISION is an eight-year Cooperative Agreement through which RTI supports and expands NTD control and elimination and furthers the development of evidence-based policies and standards globally. This position will be based in Washington DC or Research Triangle Park, NC, in RTI’s Global Health Division (within the International Development Group), and will report to the ENVISION Project Director.

Duties and Responsibilities:

The Senior Manager is a key ENVISION senior management team member with globally-recognized technical expertise who liaises with other ENVISION teams and works in support of national NTD programs.

Management and Leadership:

  • Provide managerial leadership and guidance to NTD Advisors, ensuring high-quality support to project implementation and oversight to subcontractors’ management of project implementation in country;
  • Responsible for ensuring country-specific goals within portfolio are met in accordance with USAID rules and regulations.
  • Works with Project Director to manage RTI’s relationship with USAID, responding to requests for technical information, ensuring the client is informed in a timely manner regarding program challenges, grantee issues, or changes to work plans or budgets, and disseminating key results.
  • Work with ENVISION Operations Team to monitor project activities and spending to ensure proper activity planning and meet USAID financial and management reporting guidelines;
  • Provides senior technical support for annual ENVISION work plan and budget development and for project semiannual reports.
  • Manages the preparation, review, and submission of selected country work plans, ensuring consistency of technical approach across country work plans and with project work plan


Technical Assistance:

  • Provide technical review and oversight of the execution of country work plan activities in accordance with WHO guidelines for NTD control and elimination;
  • Contribute to preparation of ENVISION documents for submission to USAID (semiannual report, annual work plan, etc.);
  • Support NTD Advisors and country teams to identify technical assistance needs and liaise with the ENVISION Technical Assistance Facility to ensure assistance is provided ;
  • Collaborate with communications, monitoring and evaluation, and knowledge management team members to ensure the documentation of project accomplishments and innovation through the preparation of manuscripts for submission to peer-reviewed journals;
  • Provide technical oversight and leadership to ENVISION’s information and communication technology (ICT) initiatives in collaboration with USAID
  • Serve as technical and management liaison between ENVISION project and other RTI-managed NTD projects (MMDP, operational research, etc.), USAID-funded NTD investments, and other stakeholders in the NTD community; Assist in facilitation of technical training (potentially include NTD Program Managers Course);
  • Facilitate ENVISION country project start-up (stakeholders meeting, situation analysis, national program NTD master plan, TIPAC) in coordination with USAID HQ
  • Liaise with national program managers, drug donation programs, and WHO to monitor procurement of donated and ENVISION-purchased drugs (e.g., submitting applications, timing of drug shipments, in-country supply chain, etc.).
  • Maintain up-to-date knowledge on current WHO technical guidelines and research on NTDs;
  • Perform international and domestic travel (up to 25%); and
  • Perform other work as needed by project management.

Qualifications

Education and Experience:

  • Master’s Degree in public health or other relevant discipline and a minimum of 10 years’ progressive experience implementing and leading technical and program activities for donor-funded health programs.
  • At least 5 years’ experience working in a leadership and management role with NTD projects.
  • Experience working with USAID-funded projects.
  • Experience in all aspects of program management: planning, implementation and monitoring.
  • Understanding and appreciation of country-led health or development strategies.
  • Demonstrated experience analyzing data to inform project practices, knowledge of reporting procedures, best practices, WHO guidelines, and NTD tools for M&E.


Knowledge, Skills and Abilities:

  • Technical knowledge in the implementation of mass drug distribution programs or specific neglected tropical diseases including lymphatic filariasis, schistosomiasis, trachoma, onchocerciasis, and soil-transmitted helminthiasis.
  • Strong knowledge of supply chain management, commodity procurement, logistics and distribution issues, particularly relating to mass drug administration is highly desirable.
  • Ability to successfully coordinate with Ministry of Health officials, U.S. Government, donor organizations, NGOs, research institutions, and other agencies
  • Demonstrated management, leadership, and decision making skills.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting
  • Strong English oral and written communication and presentation skills. Additional fluency in languages of ENVISION-supported countries will be an asset.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Must be eligible to work in the U.S. without sponsorship.
